I think what you're looking for is a UAS (Universal Anchorage System) or LATCH kit actually. (I'm pretty sure) these tethers go under the seat actually to support the upper strap that goes over the seat, matching the current compliant system. If your car has UAS you would see two plastic dots in the lumbar area of the back seats. If they're not there, (I think) the kit would be installed right between the seat and back, right where the seatbelt clips come out.

You'll end up with two metal loops in there so when a car seat is added, they just clip into these loops. Someone correct me if I'm wrong!
If they didn't flag it during the first inspection you may bot have to worry about it for the 45 day compliance. That would buy you time to tackle it afterwards (which you *should* do in case you sell in the future).
***EDIT*** ALSO (Dr. Obvious here) !! Check your owner's manual. You may actually have something compliant in there. It should cover it.
