I agree with everything you are saying, but while you risk-analyse the aspect of the Officer making up ficticious charges, it is very possible and it is happening, that SOME Officers step over the objective line.
Someone described being interogated extensively for hours and at the end being charged with a parking offence... or the girl who was questioned at length for what I suspect being a little roudy in the Timmy's parking lot... the guy driving his dad's Mustang...
But I strongly believe that "if you ask for it you gonna get it" and that "if you want no trouble, make no trouble".
The SYSTEM is not perfect, but it is way better than in other countries... is has a lot more objectivity and it is FAIR!
Without the SYSTEM there will be chaos... and while I want to believe that the people here (AUDI people) are civilised human beings, there are some out-there who are not: the prospect of having my life put at risk by some imbecil with $2,000making his Honda CIVIC into a 600 horse-power bolid is not palatable.
And as long as you have "children who do not play nice in the sand-box", you will need RULES and the BIG BROTHER!!!!
P.S. I ain't no angel... had paid my share of violations: BUT I PAID THEM and did not bragg for getting away without paying some of them: that I keep quiet about!

Thats an idealistic view ,but there many out there who had harsh experiences with the COPS without any apparent reason,Facing harassment and not responding to is a even bigger crime.
