ECU flash

Anyone know any good GTA shops that will flash the ECU? I understand you can get approx 30 extra hp. Further, does flashing the ECU for performance have a significant effect on gas mileage?

Independent Tuning does GIAC tuning as well as Pfaff Tuning
H2Sport and Cedarbrae VW do REVO tuning
Mario @ KH Radiator does APR tuning.
