You can take off the plastic cover, the new problem are the three screws. They are installed on the inside of the bumper. You can not get to them without removing the bumper.
I just bypassed all of this and reached in behind the bumper and changed the fog lights. You might really small hands to accomplish this or your hands might get a little cut up.

Hi folks.
I know this thread is a little old, but anyway.....
And yes, i have two big Norwegian viking hands )
To replace bulb in a ordinary B7 frontbumper you need to remove the bumper,
that because of the bulb on the driver side( and big hands ).
Or you can do what i have done when i replace my bulbs with xeonlook bulbs in my B7, and make it a lot easier to change bulbs in the fogs in future
I drove my car up on two woodplanks on eace side ca.15cm.
You had to demount the black plastic frontplate under the car (just the screw in front of plate)
Now you can replace the bulb on passenger side.
Get a "dremler", move to the driver side.
Now you can see the aircanal to the intercooler are covering the foglight.
Take that dremler with a cuttingwheel on and cut a square opning in it underside so your hand can pass .
Now you can replace the bulb on the driver side.
After you have done that, find some stiff plastic and cut out a square bit, little bigger than that you cut away.
Mount it over the opning with two screws with wingmutters.
Next time you are going to replace a bulb here you just open the wingmutter and replace the bulb with a new one and close the opning,mount the frontplate, finish, simple

B7 with a stock bumper is the tricky one (small hands needed as above) or else complete bumper removal
B7 with S-Line bumpers (which includes all North American MY2008 A4) - just remove the fog light grill.
The foglight grills are held in place by 2 or 3 plastic tabs; look closely top and bottom and you will see them
