anyone know how to clean off the dirt film around the exhaust in a safe manner without damaging the paint.. did a spring clean on the car and cant for the life of me get that film off... any advice would be appreciated

I would try a clay bar.
You can get a clay kit from Candadian Tire. (the Meguires one always does the trick for me)
The clay will also get rid of all of the tiny rust specks from brake dust etc.
