Buying CPO A4 from Quebec?

Default Buying CPO A4 from Quebec?

I'm considering a trip to Montreal, to get a CPO 2006 2.0t manual transmission A4 Avant that seems to be rare in Toronto. I understand that there is a problem with odometer rollbacks in Quebec because the government doesn't track mileage upon each registration renewal. With the Audi odometer being digital, and VAG-COM interfaces readily available, I think it would be very easy to roll back an A4.

I'm wondering if it's standard practice to let a potential buyer inspect the Audi service history on a car? I want to see a nice even progression of mileage, and periodic preventative maintenance. In the absence of such reassurance, I'm not sure I would trust a car from Quebec. Or does the CPO program require the dealer to do this kind of due diligence?

I'm not sure it's as easy as that to roll back the millage since it would probably be inthe ECU and in an area that a regular user wouldn't have access BUT I'm no pro and could be wrong.
