can the cam belt be replaced on a '90 Turbo 200 without removing engine ?

Default can the cam belt be replaced on a '90 Turbo 200 without removing engine ?
The factory manual starts the description of belt replacement with the
statement..."with the engine removed", which I assume is not
necessary,....hope so anyway
