i had the same problem, i changed the electric pump inside the lockbox. its inside the trunk on the right side underneath the storage tray. cost me 25 bucks for a lockbox from a 98 jetta. verry little modification was needed to swap out the pumps. all the locks work now.

yes me too , same problem, i replaced the pump inside the central locking box located in the trunk. i swapped out the pump from a 97 jetta lock box (25 dollars lol). all doors and rear lid operate fine now.
