Default 2001 1.8T wont high idle on cold start

2001 1.8T AWM

When i start the car after sitting for a long period of time or overnight it doesnt high idle like it should. The rpm just drops right away to around 750 where it normally does when the car is warm.

Any ideas on what may be the cause of this problem. Apr stage 1 tune. I have already replaced the coolant temp sensor and that didnt work. What tells the computer to cold start high idle?

its dependant on temperature, when its really really cold it doesnt do the high idle, generally if its colder than -10-15c it won't do high idle on a cold start

well that make sense considering its been like -15C all winter except for the odd day or 2 when the car actually does the high idle. i wonder why they are programmed like that , because most other cars that i know of all high idle no matter what the temp is.
