1997 Audi A4 FOB problems

hi, i have a 97 A4 and i bought FOB for my car from the dealership and when i try program it it does not work... i follow the steps but when the car horn is suppose to sound it does not, seems that the car is not receiving the signal. what could be the problem? is it a fuse maybe? if so what fuse?
