Default Fog Lights

I was wondering, to replace the fog light bulbs is it necessary to remove the bumper? or can this be done by jacking up the car?

1) You remove the grille(next to the fog light) by inserting a flat head in one of the tabs to pry it out.
2) Then you remove the plastic cover surrounding the fog light,
3) then you remove 3 screws using a philips,
4) then pull the whole assembly out.
5) You twist the back cover to unlock and open the case.
6) Remove and replace bulb.

i did the same this it was very easy. but one of my head lights blew, when i replaced that the fogs stop workin. Does anyone know why this happened?
