'95 Sport 90 Quattro - Fuel Leak

My fuel line ruptured near one of the rubber mounts. The shop says it
is a $250 part (for both send and return) and 8 hours labor (they need
to remove some sub-frame)
Does this sound like a reasonable repair time?

Sounds about right.
You should learn to work on the car yourself. You could fix it with steel
tubing and compression fittings for under $25.
