There’s literally an undetermined number of reasons.
What did the dealer tell you?
Probably your best source for information rather than the speculative internet......
accidented/carfax problems
too much required financially for the 300 point inspection to be replaced in order to qualify for the CPO
those are my guesses.
ask the dealer.

They dealer advised that Audi will not CPO any 2.0 Q5
He went on to say that there is a current recall on the Q5. Apparently the recall is now due to a faulty electric coolant pump that impacts all of their 2.0 turbo engines throughout the lineup. It's basically addressing a problem with hardware they recalled the Q5 for earlier and attempted to address with a software update.
the 2018 Q5 has already had a recall for gas bubbles forming in the brake fluid.
the Q5 2.0 has also had recalls for the following:
-electrical connector of the auxiliary heater could corrode
-the fuel pump flange may develop fine cracks or fissures, which could result in a fuel leak
-water could enter the side head curtain airbag canister
-the coolant pump could become blocked by debris from the cooling system
I guess my question is this; the Q5, is it a vehicle you lease or buy?

Then there’s your answer.... if the manufacturer won’t warranty (CPO) a 2.0 Q, why would you even consider it?
the 3.0T is wonderful. Be in SQ5 trim or regular Q5.
