1991 Audi 100, Problems starting and low acceleration(hesitation)

Hello my name is Denmark and I am the owner of a 1991 audi 100 and i had it for about 2years its my first car and I want to restore it or try to get it good enough to sell.

Problems:

I have difficulty starting the car(about 10-15 cranks of the engine) in the morning or if it had not run for a few hours. Once the car starts it takes time for the rpm or the idle to reach (10) then after that it is ok to drive.(that process takes about 10-15mins). I am not sure it is the fuel pump because i can hear the pump running when i turn the key. I have read that the pump is only on for a few seconds when you start the car but i can hear my fuel pump running all the time like a "buzzing noise". I work on my car myself a lot so I can save money and learn what I am doing. As for the hesitation in the acceleration I am not sure about that either because the car is so old some of the parts are rusted there was a hose by the air filter that seemed to attached to the engine I think it has since fell off ( it resembled a hose from a laundry dryer, it was mad of like woven cloth or polyester) could that be the reason i have no acceleration, it takes like 10-12 secs just to get up to 40-55 mph. its seems unsafe driving like that so i do not drive into traffic as much anymore.

I was told that I should get a pressure diagnostic done , if that is the case how much should i pay because I got a quote from a mechanic and he said $60/hr and that the process could take up to 5 hrs is that true or what.

Basically I need help with finding out why I am having trouble starting the car and the hesitation in the acceleration.

Thanks

check to see if you have a supplementary cold start air pump... and check if it works...

where would that be located, I spoke to a mechanic today and they are going to do a fuel pressure test for $32.50 and also they say that on anything 91 and before the hard starting could be from a bad engine temp sensor(72.50 to replace ). But where is this cold start air pump....... and why do you think i the fuel pump is running constantly...... also my wipers are stuck half way they work but when off they reside in the middle of the window , seems like the wiper motor do you think i should buy this part from the junk yard and try to replace it myself or pay almost $200.00 to have a new one installed....
