Water In Back License Lights

I did a hand wash of my 08 TTC toaday and afte the wash I was cleaning the door jambs. When I was doing the back hatch, i noticed that the rear license plate lights were filled with water. Has anyone else notices this? Is this normal?

take it back to the dealer and tell them it works when it wants to and they will get you a new one for free...the seal is no good on your light!
