Difference between Xenon Headlights and Bi-Xenon?

does the Bi-Xenon mean 2 lights, one on the left and one on the right, or is it a league of its own?

also, ive search the internet a bit, you can buy them for 100$ each? any difference between this and 1k at dealers?
