Secondary Air Injection System P1423 code

Secondary Air Injection System P1423 code
2001 Audi A6 4.2l V8 -- I am getting these codes when I hook up to Vag-Com
17831 Secondary Air Injection System: Bank 1; Insufficient Flow
P1423
17819 Secondary Air Injection System: Bank 2; Insufficient Flow
P1411
I can turn on the pump through Vag-Com and it seems to work so I ruled out fuse and pump. I checked the two hoses and their in great shape.
Any other ides on what it could be ??? Any help would be great -- thanks

The combi valves which open and allow the secondary air into the back of the heads would be my guess. Either the valves are not actuating or the passages are sooted with carbon build up

Is it hard to get to the combi valves or to clean the carbon build up -- Location would be great if you know where they are -- thanks for the info
