ABS stutters after axle and control arm swap
 
I have no idea what lower tie rods in or what it means for them to not be installed. Sounds bucket of steam-ish to me.

Anyway, i would expect that he somehow either damaged or moved the wheel speed sensor which is embedded in the hub and measures rotation of the axle - which he changed. Dirt can do it. Mis-alignment ( in or out too far) can do it. Or ti could be physically damaged - either the sensor or the wires (which snake from the hub up to the brake line clamps and to the chassis)

There are no lower tie rods on the C5 A6. There are inner and outer tie rods. Perhaps you're thinking of lower control arms. There are lower fronts and lower rears.

And who is "he" that you are referring to?
