Bad Alternator or Regulator?

2010 A4 2.0L T. 12.98VDC measured with car turned off, 11.60VDC while running. Should the alternator not be generating 13.5 -13.8 VDC while the engine is running?

Yes, it appears your alternator is not producing proper output. Could be it has worn out brushes or a bad voltage regulator.
