Checked out the Ross Tech site, and searched through the threads here, but I am still looking to understand what VAG COM/VCDS can do... specifically for me.

I have a base model 2013 2.0T A4 Quattro. What kind of mods would be possible? I'd initially be looking for more cosmetic mods, like needle sweep, MMI home screen changes, headlight changes. Would that be even possible given I have a base model A4 (and the non-enhanced MMI)?

You'll have to try it to see; many of the options are independent of the MMI but do depend on what modules are installed in your specific car. Find someone local and try with them; shouldn't take more than 30 mins to check things out - that's about how long it takes me to make and check changes for the many folks that I have helped out here in Vancouver.
