This real or what? $69 with only 2 wires? Scam or not?

Next time, do your homework!
that is just a resistor that screws with the air temp signal to the ECU on the car. doesn't reprogram anything.
don't bother.
P.S. most likely makes the car believe the air is colder then it really is. so the timing would be advanced a small amount.
