I think so...I have a B5 and a B7 and both were respectable in maintenance costs.
Of course I did most of the work on it. Changed my onw brakes, just bought the parts.
Any time you buy a used car, it may have some issues to resolve..but if you are nice to it and maintain it well, you should have no problems.

my advice would be to find a great , trustworthy Audi mechanic first that you would like to work with and then shop for a used Audi.
they are fun, but can be time consuming with all the things that go wrong over the ownership period.
i would stay away from the dealers
