Seized belt tensioner pulley replacement.. special tool req'd?
 

I am just wondering if anyone here has had to replace their belt tensioner pulley before and if there is a way around this "special tool"
Does anyone even know what this "special tool" is?
It has now been over a week since I've been able to drive my car and it's finally nice out... HELP!!!!!
