Remember that ABS (and pumping the brake for that matter) is not necessarily intended to help you stop faster (at a shorter distance). It is intended to give you more steering control.
Each time the brakes "pump" it allows you to turn the car to avoid objects, like the car in front of you.
Locking up the brakes solid will just result in an uncontrolled slide.

What I quoted couldn't be said any better. Basically its like this, ABS is not an option there to use if you think you need it.. It is simply there to act as a safety option incase your wheels lock up. You shouldn't have a goal of trying to lock your wheels up to engage the ABS.. Its there as extra security.. insurance if you will to help steer in a unexpected slide!

This is my second car with ABS and I was very much confused about it. I had ABS on a Volvo (pardon my French) and it was completely different system. It was very sensitive and designed to "slam it and forget it". It would generate noise as 100 train cars were crushing to each other, but it worked regardless.
AUDI's ABS is different and they probably have a good reason for designing it this way.

Just to clarify here.
ABS stand for "anti-lock braking system" and Daryl is absolutely right that it doesn't make you stop faster or shorter it is to still allow steering while stopping in a hazard or emergency situation. In the old days people use to say pump the brakes and that was eventually found to be not so good. Instead the experts were trying to teach "shreshold braking" which meant that you applied the brakes to the point of locking and no further. Police training schools taught this. But of course how do you teach a little old lady to stay calm enough in a situation to apply shreshold braking? So they invented ABS. If you were an expert driver with plenty of training you wouldn't want shreshold braking, but the general public just don't have the experience.
