Default 1996 A4 1.8t - engine cut out/timing belt

Driving along the engine just died. Had the car recovered home.

Took the timing belt cover off. The belt teeth look fine at the top. Cant see below (without taking the front of the car off - bumper/radiator/lights/etc...)

When trying to start the car, the flywheel spins but the timing belt doesnt move at all.

Pressing on the exposed part of the belt makes the tensioner move so I think the belt is still in one piece.

Is it a jammed pulley? Could it have caused the belt to stop turning and the flywheel has shredded the teeth off the inside of the belt in just one place around the flywheel itself?

Any ideas?
