xenon lights stay full down

2003 A4 3 liter 6m with xenon lighting. Both low beam are way down and do not do the up down movement when switched on. Also no warning or indication of any kind of problem. Used VCDS LITE to check for fault codes. No fault codes stored. Fuze #10 is not blown.
