Default Headlight aim

I used the search function and couldn't find the answer to my Q. I find that my front headlight beam pattern is too short. It' not illuminating the distance sufficiently at night. I would like to aim the headlights higher. I know that the vertical cogs are located to the very far edge on each headlight. If I'm standing in front of the car on the driver side, do I turn the cog clockwise or counterclockwise? I adjust the driver side clockwise and passenger side counterclockwise without noticing any change in the illumination pattern. Am I suppose to turn the driver side cog counterclockwise and the passenger side clockwise?

You need to turn off an electrical feature of the self balance before manually making an adjustment. I haven't done it but read in another forum. Can't remember which. Maybe vwvortex or the US version of this forum.
