I actually did this last week-end.
Yes you have to remove the bumper.
Here are the instructions I used:

The tricky part are the 4 bolts inside the fender. I got access to them from the hood (under the head lights) and did not have to remove the wheels or the inside of the fender to reach them. You will need a long socket 13/32" if my memory is good.
You will also need a torx screedriver with T25 head for the smaller screws under the bumper and around the wheel wells
and T30 heads for the 4 larger screws holding the grill (near the hood hatch and a little lower)
It is not that difficult once you figure it out.
