I got my wheels back today. I bought that set of RS4/Celebration wheels off of a fellow forum member and posted pics in the album. Below is a summary of what it looks like now, basically a before and after:

The place that did it isn't really a wheel refinishing shop but they do all kinds of stuff from metal tables, to railings, to chairs, to wrought iron fences.

how was the price per wheel?

Did they sandblasted the old paint off then re-coated(I assume so, but just checking because other places charges extra for that)

He tried to sandblast the wheel but it had previously been powdercoated by the manufacturer so when I went in to pick the colour he told me that he was having a hard time. He said he would try again the next day but if it didn't work he would lightly sand it. He managed to get rid of all the curb rash though.

Price was $250 for all 4 wheels.
