This answers question 1 and 3 personal experience on my evo 8 and my 92 skyline gtr

Diverter valve are you talking about sequenal blow off valve?

Blow off valve just releases the presure and makes the nice sound when its release

Sequenal BV reuses some of the presure that it releases to make the turbo spool up faster

Hint Intake or factory if you put an intake on your car and you didnt reprogram the ECU letting it know that you can use more air than a stock one then you are just wasting your money

for the intace i think it been chipped but stage 1 only, gotta check... plus for that will i need new headers or can do a cat straight back...
