I susoect/hope that there is some misunderstanding here. Many radios
implement an ever increasing delay between unlock attempts - so it might
allow five before forcing you to wait an hour before trying again, then
two hours etc...

Yep, I think you're right , in that it's not the number of correct unlocking
cycles, but the number of incorrect entries in a row - you have 5 chances to
enter the right code.
