This raised alarm bells with me. I'm just started looking at the A4, but there are no non-demo models (manual) left in the country, so I have started looking at the 2010's. Quoted $2545 for PDI (on top of the $800 from Audi Canada that is 'included').
This seems wacky and unreasonable.

That's what happens when you deal with the only dealer in town, I take it you are in Calagary where both dealers are owned by the same group.

It is pretty steep!! It does include splash guards and wheel locks, which makes it a bit easier to swallow. I've never been successful at negotiating the PDI any lower, but at least I've been able to get them to delete any of the other fees (document fees, finance acquisition fees, etc.) that they will also try to charge.
