Why only one wheel?

Why only one wheel?
OK when the dealer changed the piston rings, the engine had to go down and put back.
After, I realized that the alignment wasnt perfect. I would drive straight on a 5 or 10 degree angle on my steering wheel.
Then I noticed something on one of the tires. It seems that rubber on one tires is coming off...weird. the other 3 tires are perfect. I have pretty expensive tires.
Does any one know what could have caused the tire to lose rubber. Is it the misalignment? Or somethn else.
I attached some pictures.

Re: Why only one wheel?
Looks like an alignment issue to me. Also if the rubber starts peeling and then you turn the steering while the car is stationary, I suspect some of those peeling bits might start to tear as well.
Fix the alignment and things should go back to normal.
If you run you hand over the tire you will feel any alignment related issues as a sharper edge at that portion of the tire. That's one of the ways I check things.
