2008 A4 wont start

2008 A4 wont start
Backstory:
I was out of the country for two+ weeks and the car sat in the garage. While I was away weather went from nice and 10+C to cold, snowy and -15C. I still had my summer tires on and needed to get them changed. Took the car out on Wedneday to test the roads to see if I could make it to the shop to get the winters swapped onto my rims but it was bad. My residential streets hadn't been plowed or sanded and I couldn't even take corners at 5km/h, felt like driving on hockey pucks.
Park the car in the garage after my 2 block(10min) jaunt and cancel the appointment I had at my regular place. Called a mobile company to swap my rims(at more expense but I wouldn't be putting myself or others at risk)
Mobile company shows up Thursday am, changes my tires over in a decent time and all seems good.
Problem:
About an hour after the tires were changed I went to go get groceries....car wont start.
It turns over and seems like it's going to fire up but then bogs down and nothing.
Bust out the multi meter, battery is sitting at 12v, on start drops to 10 then back up to 12. So it's not a battery issue.
Yes the car has gas in it and I checked the gas cap.
Not sure what else I can check out easily before getting it towed somewhere.
My only thought is that when the guys changed the tires they jacked up the whole rear end using the tow hook as the mounting point. Now, I've never seen anyone do that but also not really sure what it would that could have done.
Thoughts? Suggestions? Help Please.

You are right, it would not turn. From the video to me sounds like either your engine is not getting fuel or the spark plugs are not firing.
