Usually bulb or ballast. Switching left and right can sometimes help with diagnosis but there's not a of room behind the headlight to remove/replace stuff.

Yes ballasts are for HID headlights only. You said your bulb was out. If it's a halogen bulb (H7) just replace the bulb; cost won't be more than about $20 for the Osram Silverstar. Shine the headlights against a wall - you can tell pretty quickly whether you have HIDs or not as they are so much brighter than halogen bulbs. Turn your foglights on - if you have HID headlights, you should also notice the difference in bulb colour right away.
Another way top tell is look at the labels stuck to the headlight housing; if there's one that has a lightning bolt symbol, that's a pretty good bet you have HIDs. The factory uses that symbol to warn you that there are high voltages in the headlight area and that only applies for HIDs and their ballast arrangement.

Thanks guys! I just picked up my car. It was just the bulb, and apparently I have HID's. Either way, it was cheap.... and I no longer look like a motorcycle at night.
